  "UNEQUAL PROTECTION UNDER THE LAW" Violations regarding "HOMELESS VOTERS".  In general, voters must prove residency in order to vote. However, a significant exception, if not loophole, is being created for the homeless. Under both federal and many states' laws, including Philadelphia, those claiming to be homeless are being allowed to vote by registering with specific entities, including certain churches, and are not required to prove where they live.   "BOARD OF ELECTION RACES" (BOE) - VIOLATING THE 'SPIRIT AND INTENT' OF THE PA ELECTIONS CODE: Although the spirit of the law is to ensure that both major political parties are represented on the BOE, in reality, majority party voters can secure all the positions on the BOE. If no one is on the ballot in the general election for any given position, both parties can conduct write-in campaigns, which can and has resulted in an all-majority party BOE. The solution would be to ensure 2 minority party positions on the BOE by drafting someone, if necessary.
